Fire protection services

We provide fire protection services by preparing documents for employers aimed at ensuring workplace fire safety and meeting formal obligations towards inspection authorities (for example State Fire Service, National Labour Inspectorate (PIP)).

Documents we prepare include:

Fire safety manual (FSM)

A document describing the organisation of fire protection in a facility, procedures, instructions and the location of equipment.

Fire Safety Manuals are mandatory, among others, for commercial buildings such as shopping centres, manufacturing plants and public facilities (schools, hotels, hospitals). Under the law, Fire Safety Manuals must be updated at least once every two years.

  • fire-safety description of the facility,
  • fire hazard assessment,
  • location of fire protection equipment and escape routes,
  • procedures in the event of a fire,
  • obligations of employees and the owner,

Fire protection audit

As part of our services, our team of specialists—retired fire prevention officers—conducts fire protection audits. They matter both due to legal requirements and in terms of the safety of the company, employees, customers and the surrounding area.

A professional fire protection audit is a comprehensive expert service assessing a facility in terms of:

  • compliance with applicable fire safety regulations and technical standards,
  • functionality of fire protection systems,
  • readiness for emergencies (fire, evacuation),
  • protection of life and property,
  • preparation for inspections by the State Fire Service, National Labour Inspectorate (PIP) or the insurer.

The main purpose of the audit is to:

identify non-compliances and fire hazards,

verify whether documentation and equipment are current and complete,

assess the organisation of fire protection at the facility,

indicate corrective actions and recommendations,

prepare the facility for external inspections or technical acceptance procedures.

Fire protection plan – waste storage and processing:

It should be prepared by a person with relevant experience and expert knowledge.

If submitted to the District Office (Starostwo), the author may be a person holding the professional title of fire protection engineer or having completed studies in safety/fire safety engineering.

If submitted to the Marshal’s Office (Urząd Marszałkowski) or the Regional Directorate for Environmental Protection, it must be prepared by a person holding specific authorisations: a fire protection expert (certified fire safety expert).

Our team includes persons who meet the above requirements. It is required when:

  • applying for a permit to collect waste;
  • applying for a permit to process waste;
  • generating waste where the waste is flammable or
    poses a fire hazard;
  • changing the quantity of stored substances or reorganising the storage area.

Preparing a facility for acceptance by the State Fire Service

An investor may need this service if:

  • They have a new building, a building after modernisation, or have changed the conditions of use of an existing facility, and must notify the State Fire Service and obtain acceptance by the authority allowing it to be used.
  • The State Fire Service carries out inspection and reconnaissance activities, verifying whether the facility has been completed in accordance with the building design, construction law provisions and fire protection regulations.

How we assist and prepare our client for the handover of the facility:

  • Current-state audit – site visit and verification of completed works and missing formal and technical elements.
  • Documentation review – verification of completeness and compliance of designs and execution, approvals, certificates, test protocols, and so on.
  • List of non-compliances/shortcomings – indication of required corrections, additions and corrective actions (for example signage, installation operability, construction corrections).
  • Support in addressing shortcomings – coordination, technical consulting, verification and assistance in implementing necessary corrections.
  • Preparation of notification to the State Fire Service – support in preparing the formal notification of completion of the investment/modernisation and intent to commence use, and in compiling the documentation required by the State Fire Service.

Trial evacuation at the workplace – fire drills

An evacuation drill with our experts involves a simulated evacuation of people from a building or facility, taking into account real conditions, a threat scenario, monitoring, effectiveness assessment and reporting. The service helps verify whether procedures and infrastructure are correct and whether employees respond appropriately. We support the employer by carrying out:

  • analysis of documentation and the current situation;
  • verification of evacuation procedures and assigned roles;
  • identification of obstacles or hazards that may hinder evacuation;
  • development of an evacuation scenario, if one has not been prepared earlier;
  • selection of evacuation variants and models;
  • preparation of the drill schedule and allocation of roles;
  • evacuation drills;
  • observation of the drill (camera coverage, supervision by an external company);
  • assessment of evacuation time and discussion of issues and critical points;
  • analysis included in the final report.

Technical expert report on the condition of fire protection

Assessment of the existing condition of the facility in terms of compliance with fire safety regulations; analysis of the structure, materials used, escape routes, alarm systems, hydrants, signage, etc. It is required when the State Fire Service requires additions or corrections; during reconstruction or modernisation; when deviations from the regulations are planned.

Expert report with deviations / alternative solutions

This document sets out proposed alternative (substitute) solutions where specific technical and construction and/or fire safety requirements cannot be met literally. The report must demonstrate that the resulting level of safety will be at least equivalent. It is required where a building fails to meet certain requirements, for example stairwell width, access routes, fire service access roads or hydrant provision; in the case of extensions or adaptations to an existing building; and where the use of a building or premises is being changed.

Expert report on fire service access roads and water supply for external firefighting

This assessment verifies whether the fire service access route complies with applicable standards, whether available water sources (external hydrants, tanks, networks) provide sufficient quantities, and includes an analysis of site and terrain conditions, and so on. It is required for new developments, during redevelopment, and where there is doubt as to whether access roads and/or hydrants meet the requirements of the State Fire Service.

Post-fire expert report / investigation into the causes of a fire

This involves establishing the point of origin of the fire, its cause, time and development, assessing the damage, and drawing conclusions regarding the ignition source and any potential negligence, etc. It is prepared at the request of the User for internal purposes or for an insurer; for legal purposes or safety analysis; and also to help prevent similar incidents.

Fire safety report / building expert report

This involves reviewing a design or documentation for compliance with fire safety requirements, proposing corrections, and issuing opinions by experts or certified specialists; it is often used when approving building designs or changes of use. It applies during the investment process, prior to obtaining a building permit.

Fire structural expert report / structural protection during renovation, adaptation or change of use of a facility

This report assesses the fire resistance of building elements and may include the specification or use of fire protection measures (for example spray-applied protection, coatings, impregnations), analysis of reinforcement and materials, and a fire-safety assessment of steel, timber and other load-bearing structures. It applies where it is determined that the building structure requires analysis (steel, timber), during redevelopment or adaptations, and where there are visible signs of corrosion, damage, and so on.

Expert report on signage, firefighting equipment and evacuation measures

This report is intended to verify whether evacuation signage, evacuation routes and firefighting equipment (fire extinguishers, hydrants) are properly located, sufficient and compliant with applicable standards, and whether personnel are able to use them. It applies during facility acceptance/handovers, State Fire Service inspections, during day-to-day operation, and during training and evacuation drills.
